Get Out of Jail (times 3?)


Drug Possession, Drug Possession with intent to Distribute, Violation of Probation, DWI, and not a peep out of the media?

According to public info in the Maryland Judicial Case Search, Justin Ryan Dysard was charged with “Cds Possess With Intent To Distribute”, “Cds: Possession-Marijuana”, “Cds:Possess Paraphernalia”, and “Con-Cds Distribute – Other”.

Looking at the timeline of events, it appears that he was charged for incidents occurring between 2/5/15 and 2/7/15, and on 4/20/15, and then indicted on 7/14/15.

It also appears that a plea deal was implemented on 11/23/15 in which the prosecution discontinued pursuit of 3 of the charges, and Dysard pled guilty to the “Con-Cds Distribute – Other” charge in which he received a 5 year suspended jail term, 2 years of supervised probation, and 20 hours of Community Work Service.  This basically amounts to a “Get Out of Jail Free Card”.

But it doesn’t end there.  Apparently, Dysard failed to comply with the special conditions of work service, and his case was reopened for Violation of Probation, and a warrant dated 2/26/16 was issued.  And it appears that bond was set at 10% of $2500 – a mere $250 cash had him out on the street again. 

And it still doesn’t end there. 

On 6/18/16, Dysard was charged with “DRIVING VEH. W/O ADEQUATE REAR REG. PLATE ILLUMINATION”, “NEGLIGENT DRIVING VEHICLE IN CARELESS AND IMPRUDENT MANNER ENDANGERING PROPERTY, LIFE AND PERSON”, “DRIVING VEHICLE WHILE UNDER THE INFLUENCE OF ALCOHOL”, and “DRIVING WHILE IMPAIRED BY ALCOHOL”.

So, from what can be determined from public records, we have this guy who basically got out of going to jail for for serious drug charges and only had to do a mere 20 hours of community work service and failed to do it, and had that case reopened for violation of probation.  Then he gets pulled over and charged with drunk driving while on probation, only 3 weeks after turning 21. 

It’s incredible that he continues to break the law.  It’s incredible that he continues to be out on the streets.  But what’s even more incredible is the lack of reporting of any of these incidents in the local print and online media.

Looking at some of his numerous facebook posts, one from 5/25/16 has him inviting people to his 21st birthday party where he was “gonna try to black out for the first time in a while”.  He was on probation, and even after violating that probation, he was bragging that he was going to “try to black out”.

Another one of his facebook posts from 6/10/16 states, “How do drug dealers get more jail time than rapists?  I rather have Pablo the Plug as a neighbor than Randy the Rapist”.  Ironically, Justin Dysard’s facebook page currently lists in his status that he studied Criminal Justice at Harford Community College. 

His Twitter post from 3/25/12 states, "@DrugForums Good to see this, can't wait to get big!"  Maybe he was just brought up in an environment of disrespecting the law. 

Prior facebook statuses listed him as working at Jostin, Inc., and Partition Plus, Inc.  Online records show that Justin Dysard’s father, John Dysard, is the director of Jostin, Inc.  Partition Plus was contracted to install new lockers at Fallston High School in 2012, and they used Jostin, Inc., as a “sub-contractor”.  The US Dept. of Labor found that minors were illegally working as laborers on that job, and there were many other irregularities as well.  Due to privacy laws, the names of minors involved were omitted from the public reports.  Was Justin Dysard one of those minors?

Googling “Justin Dysard” or “Justin Ryan Dysard” only turns up his facebook and other social media pages, and also a mention of his Bel Air High School graduation in the 6/4/13 Baltimore Sun.  There is no mention of drug arrest, violation of probation, or DWI from the news media, as far as I could find.

Googling only the name “Dysard” turns up numerous articles regarding his mother, Nancy Dysard, who, according to her Linkedin profile, is the “Director for Marketing & PR at Harford Community College”.  Apparently, due to her position, her name shows up in article after article in the Aegis, the Baltimore Sun, the Dagger, and the Bel Air Patch.  One interesting and ironic article in the 2/17/16 Baltimore Sun has her touting the benefits of serving beer and wine at HCC events: http://www.baltimoresun.com/news/maryland/harford/belair/ph-ag-hcc-liquor-bill-0212-20160217-story.html

Online corporate records show that she is the director and resident agent for Nelson Specialties, Inc., located at her residence.  Their website states that they specialize in lockers and partitions.  http://www.nelson-spec.com/

The local papers tend to report on anything and everything, no matter how small.  The Aegis even recently reported shoes stolen from someone’s porch in Abingdon.  So why is it that not one of the 3 significant incidents involving Justin Dysard were reported in the local media?  And if they were, how come I can’t find them?
